A theoretical model for the study of electron excitation of atoms accompanying the inner-shell ionization process was described. The model took into account the sudden creation of inner-shell vacancies and the Coulomb interactions between the ionized electron and atomic electrons. An expression for the transition amplitude was obtained and the L-shell excitation probabilities accompanying K-shell photoionization of Ne were calculated.
